f. Easements (Fred McVey) How the dedication of easements, and rights of way are <br /> <br /> handled is an ongoing issue. The City is doing more with land findings and EWEB has <br /> <br /> revised its policy. Next Steps: Fred, Debbie, Mel Damewood and Mel Taylor need to <br /> <br /> continue to work on this issue. <br /> 3. New Items <br /> a. EWEB Wellfield Development (Jay Bozievich) EWEB is developing <br /> groundwater wells as an emergency back-up to the Hayden Bridge filtration plant. <br /> EWEB is the largest utility in Oregon and does not have a second source of water. <br /> EWEB will need to work with the City Planning Department (Kurt Yeiter) to <br /> develop a Wellhead Protection Program for the areas around the proposed <br /> wellfields. Fred McVey mentioned that the City's Stormwater standards already <br /> consider this. We should also look at the " 20-Year Zone of Influence," developed <br /> by the City of Springfield. Next Steps: Jay and Deb will work with Jim C on an <br /> overlay zone. Jay will work with JoeFerguson and Peggy Keppler in Public <br /> Works Engineering on Stormwater standards. <br /> b Underground Utilities in already developed areas. (Debbie Crampton) Debbie <br /> reported that EWEB had met with City Planning, but that there is still a problem <br /> with the City's interpretation of undergrounding electric facilities in already <br /> developed areas. The problem is that the City is interpreting "adjacent" as <br /> anything nearby, as opposed to facilities that are "abutting" the property. This <br /> results in customers having to underground new lines even it means crossing <br /> roads, alleys or easements, which is very costly. EWEB will continue to try to <br /> make this workable. Deb Brewer will raise this issue to the next level in the City <br /> Planning office (Jan Childs) to try and make it workable. We will continue to <br /> report on progress. <br /> c. Street Overlavs (Fred McVey) Fred asked tem 3c. Fred asked us to convey our <br /> plans for main replacements to him when the five year capital plan is finished so <br /> they mey be able to coordinate their street overlay paving program with it where <br /> possible. He also promised to provide EWEB with similar projected work plans <br /> and to work with us to try to keep our projects as coordinated as possible. <br /> d. Reopening Broadway (Michelle Cahill) Michelle reported that the voters <br /> approved the reopening of Broadway and that design engineering was underway. <br /> i. Impact on utilities: Rod Wade was identified as the contact person to coordinate <br /> water and steam relocations, if necessary, and Debbie Crampton for electric utilities. <br /> She will designate a technician for the project. <br /> ii. Development standards for downtown. Jim C. explained that the City is <br /> currently developing "downtown" standards for new and redevelopment. Deborrah <br /> will keep and eye on this process and bring any draft proposals to staff <br /> for comment. <br /> We will continue to report on this item. <br /> e. Local Street Plan. The Planning Commission approved the proposed revision of the <br /> Local Street Plan and any associated administrative rules to allow utilities to locate <br /> facilities in the planting strip under certain conditions.
