Notes from City of Eugene/EWEB Meeting
Skybridge Conf Room
October 25, 2001
Attendees:
City of Eugene: Jim Croteau (Planning), Kurt Corey (Public Works) Johnny Medlin
(Parks), Reggie Augsburger (Fire), Fred McVey (Finance) and Michelle Cahill
(Engineering)
EWEB: Marty Douglass (Public Affairs), Deborrah Brewer (Governmental Affairs), Jay
Bozievich (Water Engineering), Dick Helgeson (Director, Water Utility), Debbie
Crampton (Electric Distribution), Rod Wade (Water Engineering)
1. Update on Existing Issues (Next steps or actions are shown in italics.)
a. EWEB Hydraulic Model Update (Dick Helgeson) EWEB's Hydraulic Model
evaluates fire flows and flags areas in EWEB's water system with low fire flows. The
model has updated to include the new database, but we will need a new model for the
reservoirs in the hills. Mel and Reggie will work on any future updates. This item is
complete and will no longer be reported.
b.. Willamette Water Company (Jim Croteau) The Willamette Water Company has
applied to the Public Utility Commission (PUC) for "Exclusive Service Territory" in the
area they serve (parts of the LCC Basin and down Mathews Road.) They have about 170
customers and buy their water from EWEB. The City of Eugene and EWEB have written
letters rejecting their claims. This item is complete and will no longer be reported. For
information on updates, contact Jim Croteau or Dick Helgeson.
c. Telecom Hotel (Debbie Crampton) Debbie reported that this project did not
materialize. This item is complete and will no longer be reported.
d. Fire Flows on Thomason Lane (Reggie Augsburger) Child Care Center that has
relocated in the River Road/Santa Clara area. The City of Eugene and EWEB worked
with the Center to gain the appropriate funding. This was a good example of all groups
working together. This item is complete and will no longer be reported.
e. Reservoirs/Ridgeline Park Issues- (Johnnie Medlin) Issue: How can EWEB and
the City work together to ensure that the goals of both the Ridgeline Park and future
reservoir needs are met in the South Hills. In 2000, Jay Bozievich from EWEB has met
with Andrea Riner and located future reservoir sites on a map. EWEB will need to locate
a reservoir to serve Summit Terrace PUD and resolve how to complete Laurel Hill 850'
reservoir to serve Son Blaze. Johnnie explained that we all learned from the Moom
Mountain experience. Next Steps: We still need to get EWEB Water Dept, City Planning
and City Parks together to resolve this. Johnnie and Deborrah will follow up to get

Johnnie, Jerry, Steve, Jay and Deborrah together.
f. Urban Reserve (Jim Croteau) Jim reported that new state laws makes it so urban
reserves are no longer useful. Natural resource areas surrounding urban development will
be protected. The City is focusing on developing 8 nodal areas. Next Steps: EWEB can

monitor progress of the Natural Resource Zones because it is unlikely that these areas
outside the City limits will develop. This item is complete and will no longer be reported.
