10. GIS -EWEB role -future participation expectations. There is uncertainly as to whether

EWEB will remain either a full or partial partner in the long term. They are currently at a 50%
contribution level. 9/2001 Update: There is some recent suggestion that EWEB plans to
convert their GIS to the coordinate system used by all other regional GIS partners, subject
to funding the effort. This would greatly improve data sharing potential and efficiency and
should be encourage and support by the City. Another recent issue was a question as to
whether EWEB should receive aerial photography and derived map products, such as
contours, from the City at no charge. EWEB may be willing to participate in future
rojects with the City to update or obtain additional aerial•.~hotography.,:::Further
discussions of these issues are needed. ft~~<>.`>~~`~~~~..r...~
........................1~............................................
11. Development review -what are our common expectations, need to review potential process
improvements -land use reviews and privately engineered public improvements. Would also be
good to get EWEB to buy off on support for Growth Management policies so they can be a
player in revitalizing downtown (e.g., get rid of their downtown operations yard).
12. Erosion prevention practices -consistency with adopted policy by Eugene and EWEB.
13. Sidewalk improvement -role of EWEB -implementation adjacent to EWEB properties?.
14. Wet Weather Wastewater Management Plan -role of conservation program -possible
opportunities for water reuse for irrigation.
15. City utility billing system -implementation -ongoing need for EWEB water usage records.
PW staff are exploring a billing system which would accommodate a transportation utility fee as
well as wastewater/stormwater billings. ~rdug~h as of 9/2001: Staff now have
adequate privileges to make changes on City storm/wastewater account info. Staff worked with
EWEB to implement a new history-based consumption module of the billing system to
accommodate the City's need: to.: use. winter. average: water,:
consumption,
as„a basis. for summer-
time wastewater billin . ~l~~f#~~..L ~~~`~~..~~..I~~..~~t~.:~h.~:..:..:~~~:~.~.c~`~~'t~
::::::1 ~::::::::::::::::::.......::.....1..........................::::.
{:i::::i::::::::i:::Y:~:::::i::::::i'::>+::::{::::i::ii
i::':
~ i::::::.:.:;y.. ,...;.ry ti.;;S v:.;~.::i::i:::i::::i:::......:::ii::vt{::i:::i::::'r::::i::::i:::: .
16. Increase in cost of billing. Rates have recently gone from $0.71 per account per month to
$1.20. This 69% increase equates to an additional cost to the City of approximately $300,000 per
Page -10-
