Proposal: sustainability Assessment and Public Report <br /> Prepared for City of Eugene by Good Company <br /> Submitted August 27, 2003 <br /> Response requested by: September 12, 2003 <br /> Primary Contact: Joshua Proudfoot <br /> Undestandin _ <br /> Operations -The City of Eugene is a progressive government agency with many social, <br /> economic and environmental (sustainability) initiatives under way. While some of the <br /> core issues are known such as recycling and salmon protection, many have not been <br /> measured in an objective and systematic way. The lack of compiled data makes. it <br /> difficult to prioritize concerns and evaluate project/program effectiveness. This can <br /> result in inappropriately prioritized resources and staff time. <br /> Public Opinion -While there is strength in sustainability initiatives originating from the <br /> individuals and departments that touch the work, the lack of a synthesized <br /> understanding of all efforts often yields unwarranted external and internal criticism of the <br /> City's behavior. Many of the critics simply have not heard much of the good news and <br /> are reinforcing a belief they already hold. Uninformed critics may believe that the City is <br /> not doing enough to be sustainable, or that the City is spending money on sustainability <br /> programs without performance accountability. Having to repeatedly respond to such <br /> criticisms in an ad hoc manner becomes costly in City time and resources because the <br /> answers (if they exist) are scattered and difficult to find. <br /> - - <br /> <br /> '~Ap~oach <br /> Good Company (GC) will survey and interview the key city employees to create afour- <br /> page brochure on its operations sustainability performance. This brochure will include <br /> the statistics that are readily available, a few success stories and some commitments to <br /> improve. Finally, Good Company will present a list of projects that it recommends to <br /> further the City's sustainability efforts. <br /> GC will use the following impact categories (under the three major headings): <br /> Environmental Social: Economic: <br /> ? Climate Change ? Benefits ? Impact of goods <br /> ? Toxicity/ ? Diversity and services <br /> Persistence ? Health & Safety purchased on <br /> ? Habitat ? Turnover/ local economy <br /> ? Water Satisfaction <br /> ?
