Protect all wetlands within the floodplain. <br /> 14. Include lighting standards to shield rivers and streams within the salmon zone <br /> from direct artificial illumination, which can interfere with salmon natural <br /> conditions and patterns. <br /> 15. Limit impervious surface area within the transition area. <br /> 16. Restrict piping and filling of open waterways. <br /> 17. Prohibit realignment, piping or filling of natural, unaltered waterways, except to <br /> rejoin isolated stream segments. <br /> B. Water Quality--Temperature/Shade <br /> Within the setback area: <br /> • Limit removal of any native* vegetation, including trees or shrubs of any size. <br /> • Require replanting with native* species for any trees removed from riparian area <br /> to maintain riparian canopy cover. <br /> • Provide incentives for planting native* trees within riparian areas. <br /> C. Fish Passage <br /> Within the setback area: <br /> 1. Prohibit construction of barriers to fish passage, including impassable culverts <br /> and fences, where the barrier would prevent native fish access to usable habitat. <br /> When culverts are scheduled to be replaced or constructed within the salmon <br /> zone, require new culverts or re-construction of existing culverts to conform with <br /> fish passage standards. May require changes to EC 7.148 and EC 7.309. <br /> 2. When bridges are proposed to be replaced or constructed within the salmon <br /> zone, require the new bridge to meet native fish passage standards. <br /> D. Other <br /> • Make sure protection provisions apply to temporary structures or uses. <br /> • Address overlap and coordination with Willamette Crreenway. <br /> • Consider providing an exemption from the overlay zone's requirements for <br /> projects that have been the subject of formal consultation under the federal <br /> Endangered Species Act, and which meet all conditions required as a result of <br /> the consultation. <br /> <br /> Responsible work unit: Planning and Development, Planning Division <br /> <br /> Progress to date: The EPT and the Council directed staff to conduct additional public outreach <br /> <br /> prior to bringing this strategy back to the Council for endorsement. Due to the overlap between <br /> the proposed salmon habitat protection and the on-going Goa15 inventory adoption process, Goal <br /> 5 staff, the ESA/Salmon Team and the ESA/Salmon outreach teams decided that postponing the <br /> outreach on the salmon habitat protection measures would help reduce confusion between the <br /> <br /> two related projects. <br /> Since the salmon habitat protection measures would be subject to Goal 5 process requirements, <br /> <br /> staff has recommended pursuing these provision as part of the implementation package for the <br /> _ <br /> <br />
