Fish Passage <br /> Within the setback area: <br /> 1. Prohibit construction of barriers to fish passage, including impassable culverts <br /> and fences, where the barrier would prevent native fish access to usable habitat. <br /> When culverts are scheduled to be replaced or constructed within the salmon <br /> zone, require new culverts or re-construction of existing culverts to conform with <br /> fish passage standards.
