Information on the current status of <br /> each strategy was provided by the work unit listed as responsible. <br /> <br /> Strategy A: Create a Salmon Habitat Protection Overlay District <br /> Strategy: Create a new overlay district to protect habitat for wild spring Chinook salmon, including: <br /> A. Salmon Habitat Protection <br /> 1. Define salmon habitat protection zone as Willamette River and other waterways <br /> directly accessible by wild Chinook salmon, and the area within one potential <br /> tree heights of the ordinary high water line on both sides of these waterways <br /> (within Eugene's jurisdiction). <br /> 2. Establish standard development setback area within the salmon zone including <br /> the waterway and a setback of 75 feet from ordinary high water on each side. <br /> 3. Allow for alternative to standard setback through applicant analysis of site and <br /> proposal of protection measures equal to or more protective than standard <br /> development setback. <br /> 4. Define "salmon habitat transition area" (transition area) as the area between 75 <br /> feet and 120 feet from the ordinary high water line on both sides. <br /> 5. Define "channel maintenance" in the Eugene Code in order to clarify that within <br /> the salmon zone it does not include deepening and widening of existing <br /> channels, other than removal of accumulated sediment. <br /> 6. Define "natural, unaltered waterway." <br /> 7. As additional areas are annexed to the City, apply the salmon habitat overlay <br /> zone to applicable waterways. <br /> Within setback area (e.g., 0'-75' from the ordinary high water line of the Willamette): <br /> 8. Prohibit development, except for limited access, recreation or water dependent <br /> facilities with site review approval. <br /> 9. Limit construction of underground utilities. <br /> 10. Protect all wetlands within the floodplain. <br /> 11. Restrict piping and filling of open waterways. <br /> 12. Prohibit realignment, piping or filling of natural, unaltered waterways, except to <br /> _ _ _ <br /> <br />
