Community Solar Power System as well as <br />a Solar Utility using the concepts <br />developed by members of the local solar <br />and renewable energy industry. <br />• EWEB, EPUD, NW Natural Gas and <br />other local utilities begin to document the <br />carbon dioxide emissions generated by <br />each customer's energy use on their <br />monthly bills. <br />• EWEB, EPUD, NW Natural Gas other <br />local utilities and the City of Eugene <br />should consider establishing a local C02 <br />offset program whereby area businesses <br />and households could voluntarily pay a set <br />amount into a common fund for every <br />pound of carbon dioxide they generate, <br />with the revenue generated by the fund <br />reinvested in local renewable energy and <br />C02 reduction projects. <br />4. llevelop Consortium and Implement <br />11%fetr« area7.ero ~~4'aste Strategy <br />The Lane County Wasteshed has one of <br />the highest recycling rates in the. nation. <br />However, waste generation rates have <br />increased 19% over the last decade. Pursing <br />a goal of zero waste to landfills (and <br />incinerators) by 2020 can reduce the region's <br />environmental impacts, save money, help <br />drive the market for reuseable and recyclable <br />products and services, spur job creation, and <br />provide a model for others to follow.
