We also encourage the University <br />of Oregon and other local private and public <br />higher education institutions to continue to <br />integrate sustainability into their curriculum <br />and facilities management as well as into the <br />curriculum of teacher training programs so <br />that area teachers obtain the highest-level <br />education and training possible. <br />Z. llevelop a Consortium to Provide <br />Sustainability I±,ducation, 'Training <br />and'Iechnical Assistance for Local <br />Businesses and Workers <br />As previously discussed, we encourage <br />Lane Community College Small Business <br />Development Center, the Lane Workforce <br />Partnership, University of Oregon, Eugene <br />Chamber of Commerce, EWEB, EPUD, <br />and other local service providers to join with <br />the City of Eugene to form a consortium to <br />develop, upgrade and enhance sustainability <br />.education, training and technical assistance <br />programs for local businesses. This may <br />include establishing a sustainable business <br />"train the trainer" program and other <br />education and training mechanisms. <br />3. Develop Consortium and Impleruent <br />il2etro Area Climate Action flan <br />We ask EWEB, EPUD, NW Natural Gas, <br />Springfield Utility Board, Lane Electric <br />Coop, Blachly-Lane Electric Coop, and <br />other local utilities and fuel producers and <br />providers to join with Lane Transit District, <br />University of Oregon, Lane Community <br />College, 4J and Bethel school districts, the <br />City of Eugene and other local and state <br />public agencies as well as large energy users <br />in the private and non-profit sectors in the <br />development of a climate action plan for <br />the metro area. The long-term goal should <br />be to make the metro-area carbon neutral <br />by 2020 (net carbon emissions reduced <br />to zero). The near-term goal maybe to <br />reduce the area's greenhouse gas.emissions <br />to 7 percent below 19901evels by 2010. <br />We encourage this consortium to invite <br />other public agencies within the greater <br />metropolitan area to consider participating <br />in the process. We suggest the plan be <br />carefully phased in by initially focusing on, <br />for example, energy, transportation, and waste <br />management efficiency improvements, the <br />use of existing renewable energy technologies, <br />the purchase of carbon offsets, and other <br />carbon reduction practices and technologies. <br />After possible greenhouse gas reductions <br />from these actions are achieved, additional <br />steps can be considered including the use of <br />new technologies and other strategies. We <br />encourage the consortium to continually <br />evaluate and improve the plan over time. A <br />climate action plan will reduce the region's <br />overall greenhouse gas emissions, help drive <br />the market for low-carbon products and <br />services, and provide a model that others <br />can follow. <br />As dart o f tFeis Ctirractte Action flan we <br />recommend that: <br />• EWEB, EPUD, and other local utilities <br />consider the possibility of creating a <br />
