S f~eci fically, we recommend that: <br /> <br />City government establish numeric annual <br />.goals and targets (e.g. reduce carbon <br />emissions by 5% annually, increase <br />sustainability practices by 10% annually), <br />evaluate progress in meeting those goals <br />on an annual basis, celebrates success in <br />meeting those targets, and redouble efforts <br />in areas that have fallen short. <br />Indicators be developed in areas such as <br />air quality, carbon and methane emissions,. <br />waste reduction, reuse and recycling, <br />energy efficiency, use of renewable energy, <br />household income, percent of people <br />living at or below the poverty level, <br />percentage of people with adequate health <br />care and other issues that can measure the <br />Triple Bottom Line of the community. <br />City government develops a template <br />linked to the community-wide indicators <br />to be distributed to local organizations for <br />use in evaluating their progress toward <br />sustainability goals. The City may ask that <br />companies anonymously submit the <br />completed assessment to help the City <br />measure progress within the community. <br />City government considers adopting an <br />indicator that measures the number of <br />businesses that use and submit the <br />evaluation template. <br />A primary purpose of the self-evaluation <br />template is to help individual businesses <br />identify practices and policies that may <br />improve their efficiency and productivity. <br />To that end, we recommend that City <br />government collaborate with other local <br />providers to offer education, training and <br />technical assistance to all those who <br />desire it. <br /> <br />9. Educate Errrployees <br />.most sustainable mid-size communities in the <br />nation, a concerted effort must be made to <br />educate and enhance the professional skills <br />and understanding of City employees. . <br />We recommend that: <br />• All City of Eugene employees be provided <br />with education and training opportunities, <br />including seminars, workshops, and on- <br />line or distance learning, to enhance their <br />sustainability understanding and skills.. <br />• The City of Eugene enhances professional <br />education of city code inspectors in the <br />area of renewable energy systems. <br />• The City of Eugene enharices'the <br />knowledge of regulators, building <br />inspectors and other staff on green <br />building principles and practices. <br />lO.Provide Incentives and Actiards arrc[ <br />Remove Barriers <br />Incentives, recognition and rewards are <br />needed to encourage the adoption and use of <br />sustainable measures and to make the upfront <br />costs affordable. Barriers must also <br />be removed. <br />'lo that end, we recommend that: <br />To successfully implement the recommen- <br />dations above and make Eugene one of the <br />The City of Eugene provide incentives <br />for sustainable businesses such as public <br />recognition programs, fast tracking of <br />permitting or a two-track system, reduced <br />systems development charges, and others. <br />Existing incentives should be posted at an <br />easily accessible location for the public. <br />New incentives should also be considered. <br />Special emphasis should be given to <br />ways to assist low-income and special <br />needs populations to purchase and use... <br />sustainable goods and services such as <br />renewable energy, biofuels, green <br />building, reused and recycled materials, <br />and others. <br />
