The University of Oregon's and <br />City of San Francisco's Life Cycle Costing <br />purchasing programs described in the <br />appendix can serve as a model, The adoption <br />of a sustainable purchasing policy will help <br />build the market for sustainable goods <br />and services. Once the City has developed <br />sufficient expertise with lice Triple Bottom <br />Line policy assessment and purchasing <br />policies, sustainability criteria should be <br />applied to all other areas of City operations. <br />S~eci~calIy, we recommend that: <br />• City government officials appoint a <br />committee to serve as a research group to <br />develop and recommend a methodology <br />and criteria for assessing the potential <br />implications of proposed City policies <br />and actions on sustainable businesses and <br />jobs, the environment, and human lights <br />and social equity. <br />• City government officials appoint a <br />committee to serve as a research group <br />to develop and recommend sustainable <br />purchasing criteria to the City Council. . <br />• Once completed, the City government <br />implements such a policy requiring all <br />purchases, services and contracts to meet <br />those standards acid provide information in <br />all bids to help applicants determine what <br />will be necessary to meet the standards. <br />• The City government encourages all local <br />businesses to participate in the bidding <br />process. For any business that seeks to <br />improve their products or services to better <br />meet the purchasing criteria, the City <br />initiates technical outreach to assist the <br />company in gathering information and to <br />adopt more sustainable business practices. <br />• The City government identifies barriers to <br />sustainable purchasing as well as develops <br />and implements strategies to overcome <br />.those barriers. These strategies could <br />iriclude actions such as lobbying for policy <br />changes at the state and federal levels. <br />7. Adept Goal antl Develop Strategy to <br />Achieve L;ero Waste <br />Although Eugene City govemment does not <br />control the county waste managemen# system, <br />it can control the amount of waste produced <br />by its own internal operations and facilities. <br />As with purchasing policies, the elimination <br />of waste can reduce city government's <br />environmental impacts, reduce costs, help <br />drive the market for reuseable and recyclable <br />products and services, spur jobs creation, and <br />provide a model .for others to follow. The Task <br />Force therefore recommends that Eugene <br />City govemment adopt a goal of achieving <br />zero waste to landfills (and incinerators) <br />from city operations and facilities by ZOZO <br />and implement a plan to achieve that goal. <br />The Task Force also recommends that <br />City government take an active role in the <br />development of a metro-area wide zero waste <br />plan, as discussed in Section D below. <br />8. Adopt Sustaanal~ility Indicators and <br />a Measurement. System <br />City of Eugene employees and the public <br />will want to know how City govemment's <br />sustainability efforts are proceeding. We <br />therefore recommend that City government <br />adopt indicators and a system to continually <br />measure progress toward sustainability. <br />The indicators should assess internal City <br />government operations as well as community- <br />wide progress in making Eugene one of <br />the nation's most sustainable mid-size <br />communities by ZOZO. <br />
