SUMMARY OF PROPOSED RECOMMENDATIONS <br />This section describes the status of the recommendations on the five main elements of the proposal: <br />criteria, map, high-level ordinance, enforcement strategy, and financial impacts. Some revisions to the <br />criteria, map and high-level ordinance provisions are recommended based upon the impervious surface <br />evaluation. The enforcement strategy options and estimated financial impacts have been further <br />developed for SWMT review, discussion and recommendation. <br />Criteria <br />Waterway provides a water quality function (water quality function occurs where physical features of the <br />streambed and side-slopes contain earthen-soil material and vegetation) and is either a: <br />• Waterway on the State of Oregon's 303(d) list of water quality limited waterways; or <br />• Waterway is a tributary that directly drains into a 303(d) listed waterway, where "directly drains" <br />means stormwater that flows directly from an upstream open waterway into a downstream open <br />waterway without separation by a pipe or culvert except for infrastructure crossings such as streets, <br />railroads, or other similar facilities; or <br />• Waterway is a headwater stream..... i.e., those that are: <br />^ Identified on the City's Sensitive Areas Map as having all or a portion of its length located. on <br />slopes >10%, and <br />^ Identified on the City's Sensitive Areas Map as having all or a portion of its length located in areas <br />with highly erodible soils, and <br />^ Stream length is 500 feet or greater, and <br />^ Stream drainage area is 10 acres or greater. <br />Exemptions: <br />1. Roadside ditches (defined as constructed drainage channels that abut the shoulder of the road <br />surface or travel lane for the primary purpose of collecting and conveying road runoff, and <br />intercepting sheet flow and debris from abutting cut banks and slopes). <br />2.
