In March 2uub, "nor' moos were reportea to ana
included within SWMT/SWPT memos. Those miles excluded the 16.90 miles of Waterside Protection Overlay Zone. Net total miles reported in March 2005 were
86.21 (2004 recommended protections) and 84.98 (2005 recommended protections).
The Of the. 21.83 miles of water quality protected waterways without overlap with Goal 5 or waterside
setback protections:
• 7.d miles (34"4,) ate publicly owned:
• 4.1 miles (19%) are in non-taz lotted areas, primaril}~ rights-of-way; and
• 10.4 miles (47%) are privately owned.
The number of acres of water quality waterways without overlap with existing protection measures could
not be determined by the GIS model for this effort, as the areas protected by the west Eugene waterside
setbacks and the Goa15 setbacks are not digitally available as polygons. It is expected that the percentage
of acres without overlap:. would be greater than the percentage ot: miles without overlap (~5,.6%) given the
difference between the standard setback recommended for. water quality (75 feet) and the comparatively
smaller setbacks (20-40 feet) established for natural resources particularly for headwater streams and
lower elevation waterways adjoining private properties such as Spring Creek, Flat Creek and the Al
Channel system.
For informational purposes, Table 4 shows the total miles of adopted Goal 5 protections (53.2 miles) by
category and jurisdiction. The percentage of adopted Goa15 miles that are overlapped by water quality
protected waterway miles is 88% (46.6 miles).
3/28/06 (Page 8 updated 4/4/06)
