Wayne Rawlins and Michael Carrier of Oregon
Parks and Recreation. We discussed a delay in partner funding which the
City is currently experiencing, and how it affects our Local Government Grant
for improvements at Delta Ponds. As was suggested in the meeting, we have
redefined the scope of grant-related work, deleting improvements which would
Parks and Open have been funded by our partnering agency, the Army Corps of Engineers,
Space Planning and including only items which can be accomplished by the City of Eugene
Parks Maintenance with resources from State Parks. With this approach, we can meet the stated
deadline of completion by June 30, 2005. We will have the finalized billing
urban Forestry statement and documentation to you shortly thereafter.

Waterwa snd Open The work accomplished under this revised scope of work will stand alone as a
Y
recreation improvement at Delta Ponds. Despite the delay which the overall
Delta Ponds project is experiencing, public access and recreation will be
improved and available for use by mid-2005, thanks to this grant funding.
Improvements under the revised scope of work include a 10-vehicle parking
lot, a 1,300 foot long gravel trail, and a paved path, boardwalk and overlook
designed to bring persons with disabilities down to the water's edge. Once
funding comes through from the Army Corp of Engineers, additional recreation
improvements will be constructed which tie into the current work.
The City of Eugene'is grateful to State Parks, both for the grant dollars and for
the flexibility in modifying the project scope to allow us to complete these
important park amenities. If you have any questions, please call, 682-4914.
Sincerely,
Carolyn J.
