Lane County has been
agreeable at a staff level to forwarding a recommendation to the Commissioners to provide the area encompassed in
the ponds for our project while retaining what they need for future widening. The idea is they would retain right of way
sufficient for them to provide a future "merge lane" from Goodpasture Island interchange to Valley River Interchange.
(A merge lane doesn't require a transplan amendment (according to LC) and a full travel lane would).
Also, they asked and the City and Army Corps agreed to provide (fill) an extra wide "bench" area to reduce future fill
needs and regulatory restrictions related to the fill. The feasibility study approved by the Corps has the extra bench
width included in the project. The project includes a bench (created by filling) in many places including along Delta
Highway for riparian floodplain and trails and buffer created by habitat. Along Delta Highway the extra wide bench
would be for future widening of the highway.
We have met with Bobby Green to discuss the full project and describe the preliminary plan for Delta Highway
property. He was supportive of the project. County staff has agreed to take it to the Commissioners pending
information (legal descriptions and field stakes) from us.
We had been talking at a staff level about a width of 150' for the Delta Highway Right of Way. As we started
researching to prepare legal descriptions for the transfer we found existing on their property their own transportation
easement of 200'. Now our proposal will probably be they vacate the existing easement of 200' and retain the 150
feet of width. We are working on the details of this.
Is this the info you were looking for?
me
-----Original Message-----
From: WEISS Carolyn J
Sent: Wednesday, October 01, 2003 1:51 PM
To: CAHILL Michelle R
Cc: FINNEY Kevin P; RINER Andrea G
Subject: Lane County Right of Way at Delta Ponds
Hi Michelle,
Andrea had a request from Jim Carlson to provide information regarding our agreement with Lane County for the
Delta Ponds project. I believe this came from a concern expressed by the Mayor with regard to us building trails
and riparian benches along Delta Highway where they may want to widen it. I know that this has been addressed
in our discussions with Lane County, but I haven't been involved enough to know how that is specifically being
1
_ _ _
