1. Gain unified direction from the three Governing Bodies on as many of the base line <br /> assumptions, conditions and scenarios under which Coburg would be permitted to <br /> connect, as this would.give Coburg officials better information about whether pursuing a <br /> regional option. or constructing dedicated facilities is their preferred option; <br /> 2. Gain agreement from the Governing Bodies regarding how the follow-up work would be <br /> funded--issues such as equitable allocation of funds from each agency to this project, and <br /> direction to prepare supplemental budget requests for the work, and/or how Coburg <br /> would be assessed for the costs would need to be considered; <br /> 3. Gain agreement from the Governing Bodies regarding how the follow-up work would be <br /> staffed; <br /> 4. Refine a scope of work and develop requests for proposals for consulting services to <br /> assist agency staff in conducting analyses and supporting the decision processes; <br /> 5. Develop a. schedule and budget for managing the project that is feasible given existing. <br /> agency work plans and budget priorities, and schedule follow-up review and approval by <br /> the elected officials to proceed. <br /> REQUESTED DIRECTION <br /> Eugene, Springfield, and Lane County staff request the JEOs to consider and provide direction . <br /> on the following questions: <br /> 1. Do the Governing Bodies choose to continue to work on an evaluation of Coburg's <br /> request for regional wastewater services? <br /> 2. What is -the direction of the Governing Bodies regarding Junction City's recent <br /> <br /> . expression of need and interest in requesting wastewater services? <br /> 3. What is the scope of activities staff are directed to undertake regarding questions #1 and <br /> #2? • <br /> 4. Which scenario represents the Governing Bodies' acceptable level ofcost-recovery as the <br /> conceptual model for refinement of "buy-in" costs Coburg would be expected to pay? <br /> 5. Which customer/service relationship scenario would the Governing Bodies expect to <br /> pursue? <br /> 6. How will the up-front work be funded, will the Governing Bodies authorize sufficient <br /> staffmg to conduct the work, and will Coburg be expected to fund the effort whether or <br /> not it becomes an MWMC customer? <br /> 7. Is there an alternative direction the Governing Bodies wish to provide? <br /> :RECOMMENDATION <br /> If there appears to be consensus among the Governing Bodies to move forward with further <br /> review of this matter at the conclusion of the October 11, 2005 JEO discussion, the following <br /> "next steps" are recommended. <br /> 1.
