. ti <br /> <br /> Task 2 <br /> <br /> Once these reviews are conducted and the consultant becomes knowledgeable about the background <br /> <br /> information and data, the consultant will meet withproject management staff to identify additional <br /> <br /> information needed (if any), to access spreadsheets and models, and to determine additional evaluations <br /> and/or calculations that should be completed. <br /> Task 3 <br /> The consultant will identify any situations in the State of Oregon in which municipal wastewater services <br /> were extended from a defined service area to a new user outside of that service area, preferably involving a <br /> regional wastewater system of similar size and structure to the MWMC. The consultant will identify any <br /> case examples which provide some degree of basic comparability to the current evaluation. Comparability <br /> would be assessed on the basis of those situations involving the same basic policy parameters that have been <br /> established for this project, in order to achieve an "apples-to-apples" comparison. Particulaz emphasis will . <br /> be given on the direction to avoid any subsidies from current or future Eugene/Springfield customers. Case <br /> examples should be relatively recent (within the past 5 years), and should be able to reveal clearly identified <br /> costing methodology and related policy decisions. If the consultant is able to identify parallel case <br /> examples, they are to summarize the methods, analyses; and policy choices that were relevant to determining <br /> the connection costs that were ultimately applied in the example. <br /> Task 4 <br /> The consultant will meet with project management staff to surnrnarize the results of the case example <br /> survey, discuss the findings, and recommend a methodology for developing the final connection cost <br /> estimates for the expansion of wastewater services from the local (Eugene) and regional (1vIWMC) <br /> wastewater systems to the City of Coburg. <br /> Task 5 <br /> The consultant will provide a final draft report and accompanying documentation to project management <br /> staff for review. - <br /> Task 6 <br /> The consultant will prepare the final report, and present the report to governing bodies and answer any <br /> questions they may have. <br /> Proiect Assumptions and Base Line Parameters <br /> Certain assumptions and parameters have been established by the elected officials for this connection cost <br /> analysis. The following project pazameters have been reviewed by the city councils and serve as the <br /> foundation for this cost calculation. <br /> • Existing,and future wastewater customers within the current MWMC service azea will not absorb or <br /> subsidize the costs of providing capacity, infrastructure or service to Coburg's wastewater customers. <br /> • Cost calculations will be done with the purpose of establishing equity among all customers, MWMC <br /> and Coburg. (The MWMC IGA expresses this as a financial planning/implementation requirement as <br /> follows: Section 3.f.4.-"Ensuring equity between newly connected andpreviously connected users <br /> for their total contributions toward the Regional Sewerage Facilities," and Section 3.f.5.-"Ensuring <br /> equity between various classes of users based on the volume, strength and flow rate characteristics of <br /> their discharges together with any other relevant factors identified by the Commission.") Coburg's <br /> connection charges will be based on the aggregation of each new sewer user connected to the Coburg <br /> collection system, in terms of user category, flow, and load. Coburg will pay a prorated share of the <br /> local and regional system capacity used, as well as the facilities, buildings, planning, permitting and <br /> other appropriate costs. <br /> <br />
