Page 2 of 2
Cities' expectations for the work product; 2) the description of Coburg's participation must be revised to reflect
that they will be kept informed along the way and will have an appropriate opportunity to comment on the end
product, but that they will not be involved in commenting on or guiding the technical work; and 3) that the State's
request to broaden the scope of the study and to have broader involvement of a steering committee is not
acceptable (again, we described the willingness of the Springfield Council to participate hinges on the ability of
staff to manage the project within the predefined parameters that have already been established by the Council).
What I Understood From Our Discussion Monday Night:
My understanding of your perspectives after discussing this with you on Monday is as follows:
1) The conditions of Springfield's participation (including provision of any staff resources, which are
required for the project to proceed) remain firm as described above, and that your tolerance for ongoing
discussions regarding proposals for broadening the scope and participants is wearing very thin;
2) You expect that the scope of work and the roles and responsibilities will be redrafted to meet Springfield
Council's expectations;
3) Both of you would like to meet with Lane County project management staff to review and approve the
scope and roles before the project can move forward; and
4) If these terms cannot be accommodated by the County,. it's time to recognize that the project cannot move
forward.
Could you please provide me with feedback to make sure I heard you correctly and can accurately represent my

,marching orders????? I will revise as you direct or send as-is to Peter Ruffier so he can provide the County with a
clear understanding of where we stand. 'Thanks, and thanks for your patience with this matter.
Susie Smith
Environmental Services/MWMC General Manager
225 Fifth Street
.Springfield, OR 97477
phone: 541-726-3697
fax: 541-726-2309
4/24/2006
