The McKenzie Watershed Council received a letter
and a presentation from Mayor Volta, and Watershed Council staff has drafted an endorsement letter for the
Council's approval at their next meeting. If you've read Mayor Volta's letter, you know that Coburg is making
significant presumptions about comparative environmental benefits, costs, etc., and that these presumptions are
being presented as facts. It seems to me that the Watershed Council representatives should have the benefit, at
least, of our staff analysis, which lays out the many issues that need to be addressed, and makes clear that the
relative environmental benefits have not been determined. I don't know whether Eugene has a staff liaison who

works to support your council representative, but if you do, perhaps it would be good for that person to have a
copy of the JEO memo and attachments, in case Councilor Pryor has any questions. Anyway, food for thought.
Chuck Gottfried, our staff to Springfield's Watershed Council rep will be making sure that at least Megan Finnessy

of the Watershed Council has a copy of the Staff report.

Susie
10/24/2005
