At last Thursday's Commission meeting, the Commissioners present at the end of the <br /> meeting had a brief discussion regarding the elected officials' review of the Coburg sewer extension request. The <br /> Eugene Council and the Lane County Board will both hold work sessions on this issue on Wednesday, October <br /> 26, and the elected representatives to MWMC felt it would be beneficial to them to hear the perspectives of the <br /> Commissioners and be able to reflect them at their respective governing bodies' meetings. There was not an <br /> MWMC quorum present for the discussion, however, individual Commissioners shared their sentiments and <br /> considerations. It was requested that I summarize their comments in an email today. The notes below represent <br /> a combination of the notes I had taken with AI Peroutka's notes. I believe they present a comprehensive <br /> summary of the discussion. As requested, I will plan on scheduling time on the November MWMC meeting <br /> agenda for additional MWMC discussion on this matter. Each of the Commissioners present gave their opinion. <br /> Commissioner Ballew had the most reservations on moving forward with providing service to Coburg. She cited <br /> the staff time needed while we are in the middle of a huge plant update project. She noted that the citizens of <br /> Eugene and Springfield are the real stakeholders in the plant and the County has limited ownership responsibility <br /> for this issue. She said that regarding cost, if a "fair price" is to be negotiated it has to be the same as what needs <br /> to be charged to make the Eugene/Springfield ratepayers whole. She is not in support. <br /> Commissioner Keeler questioned how the additional discharge would impact the treatment plant and is supportive <br /> if negative impacts can be avoided. <br /> Commissioner Poling has a concern regarding the impacts to current and future users of the plant in <br /> Eugene/Springfield and is supportive if the service can be provided to Coburg without a negative impact to those <br /> local users. <br /> Commissioner Stewart felt that Coburg's costs and time line would be much greater if they try to build a plant on <br /> their own that is the first wastewater discharge to the McKenzie River. He said that other small cities that have <br /> built plants on their own have tremendously high sewer bills and that he would expect Coburg's to be even more <br /> <br /> than those. He thought that Coburg users would be better off paying` a high rate to MWMC for service and that <br /> even if it took 4 to 5 years to go through the land use process, it would be a shorter time frame than the process <br /> 10/24/2005 <br /> _ _ _ <br /> <br />
