JEO group is not to decide this summer whether to connect Coburg to the MWMC facilities but rather, to decide if they
want staff to spend the time to fully scope out Coburg's request and if so, under what conditions. Mayor's Volta's letter
was so detailed about what Coburg will and will not due that some JEO folks just might decide its not worth the time or
effort to study their request since they don't seem very flexible in the answers they are expecting. Then there is the
other issue that Dennis rightfully brings up about whether the staff work should be Coburg specific or should be
generic enough to apply to any future applicant for MWMC facility connection. Whatever the JEO discussion this
summer, it should not be on allowing or not allowing Coburg to connect but rather, the decision should be under what
terms and conditions, if any, are we going to allow any future user to request connection. This will take staff some
time to develop and report back to the JEO group. -Once the JEO group reaches a decision on these terms and
~ conditions, Coburg can then make up their own mind whether or not they want to comply. In response to the current inquiry regarding Coburg, and George Kloeppel scheduling the matter for SEL on
Friday, the attached memo provides our collective response at this time. We recognize the tone of this memo may

j appear a bit "edgy." While not intended to be edgy, it is intended to be straight forward communication, which we

j would expect LCOG, as a partner in SEL, to assist us in conveying to Coburg, so that Coburg does not develop the

I, perception that staff of our agencies are stonewalling this process. Peter and Kurt will be forwarding this same memo

r to Dennis as well. Please let Dan and/or I know whether you would like us at SEL on Friday.
