Background. <br /> This Appendix defines the regional sewerage facilities necessary to provide <br /> for the shared wastewater transportation, treatment and disposal needs of the <br /> Eugene-Springfield metropolitan area. <br /> Service shall be provided only within the,urban growth boundary,. Effective July 1.2005, the Ternporary Regional Facilities will be <br /> owned and operated by the municipality which has planning authority for the area <br /> in which they are located. The ownership interest in such facilities will remain <br /> subject to the security interest of the Federal Government until it expires by its <br /> terms on December 31, 2Q06. <br /> II.
