Yes, your connection proposal is on our Council's agenda for
November 21St. Regarding your questions, I referred them to Eugene/Springfield staff assigned to MWMC
activities and haven't gotten a reply yet but one is expected tomorrow. I will let you know what the "experts" say
but let me give you a general response. I think the majority of JEO folks will approve of your connection request
but will do so as long as you pay "your fair share". I know that issue is in the eye of the beholder at this time but
even so, your fair share is likely to be more expensive than you currently wish to spend. If your Council has an
"over my dead body upper limit", then it's important for that information to be communicated at the upcoming
Work Session. You have waited long enough for "firm" answers and being candid with your upper financial limit
should help resolve this issue sooner than later.
Regarding the time line, again subject to review by the "experts", I am not sure much can be done to lessen the
time lines discussed at the JEO meeting. Even though the wastewater flow is quite small, Oregon Land Use
Laws don't typically differentiate between small land use changes and larger land use changes and most laws
have little, if anything, to do with the quantity of product/flow.
I will get back to you soon with better information. A meeting thereafter is certainly possible if you still have
questions or concerns.
Mike
From: SCHUESSLER Don (Coburg) [mailto:Don.Schuessler@ci.coburg.or.us]
Sent: Wednesday, November 09, 2005 9:30 AM
To: KELLY Michael
Cc: VOLTA Judy (SMTP)
Subject: Coburg's MWMC Connection
Mike:
I would like to confirm that Coburg's MWMC connection proposal is on the agenda for the
Springfield City Council's November 21St meeting,. Mayor Volta would like to address the

.Council on this topic.
Coburg would like to move the MWMC proposal forward as quickly as possible and have a
11/14/2005
_ _ _ _
