Thanks again for taking time to meet with me last Friday. <br /> For a Friday the 13th session, I thought it was very productive. I appreciate all the <br /> time you took with me to talk through the issues. <br /> I realize the issues around wastewater management in the region are complex, involve both <br /> political and technical concerns, and will take time to sort out. I thought we made good <br /> progress on Friday. My notes indicate there was general agreement to the following next <br /> steps: <br /> Coburg and MWMC will jointly seek County funds to retain a consultant to refine/determine <br /> the cost to connect Coburg to the existing MWMC system. This process was estimated to cost <br /> approximately $200,000 and take 3 months. As I mentioned, an answer by June 2006 would be <br /> preferable, by August 2006 at the latest. Tony will check on availability of County <br /> <br /> .funds, while Kurt and Dan will confirm authorizations for MWMC to proceed. I understood <br /> both would recommend to their respective jurisdictions to proceed with this approach. The <br /> MWMC board will be briefed at the next available opportunity. In the meantime, the United <br /> Front partners will compile a OF request that focuses on agreed upon project/cost elements <br /> (engineering, design, laterals, <br /> etc.) for use during the March 2006 DC trip. <br /> Ultimately, I think it will be helpful if the consultant's report includes some discussion <br /> or reference to the following issues: <br /> - Status of Junction Cityis request to connect to MWMC, and how it relates, if at all, <br /> to the Coburg connection (i.e. cost, methodology, timeline). <br /> - Identifies the 3two exceptions to the limitation to extending sewers outside of the <br /> UGBZ already included in the Metro Plan. <br /> - Identifies how the cost calculation methodology compares to that used to determine <br /> costs of adding Turner to regional wastewater system in Salem? <br /> - Identifies how the cost calculation methodology compares to any standard methodology <br /> in the industry, such as that by national associations? <br /> I think including references on these points will enhance the credibility of any <br /> justifications we generate regarding costs, and further inform decisions by policy-makers. <br /> I hope this overview is helpful and accurate. Please let me know if I've omitted any <br /> major details.
