Eugene City Council Retreat <br /> February 25-26, 2005 <br /> The following preliminary action plans were fleshed out for new priority issues. <br /> Develop a strategy to help the homeless in Eugene <br /> • Review work of Council Committee on Homelessness & Youth <br /> • Articulate current situa#ion and trends <br /> • Develop options <br /> • Inventory of services for homeless and those who interact with the homeless <br /> • Talk with local organizations who already interact with the homeless <br /> • Talk with the homeless <br /> • Look at other successful strategies <br /> • Balance displacement alternatives <br /> • Identify and be willing to commit funds to the issue <br /> • Work with the legislature to address at a regional level <br /> • Strategies for dealing with those who are homeless by choice <br /> • Help for homeless families -preventative solutions before they lose their homes <br /> • Look at successes regarding homeless youth -Portland; State Commission <br /> • Get outside expert assistance to help shape our strategy <br /> • Wintertime Camp -toilets and water for homeless -humane alternative to <br /> moving the problem around town. <br /> • Address homeless teenage girls unique situation and identify housing for them <br /> • .Billing issue with EWEB Reconnect fee <br /> • Recognize that different strategies will be required for: <br /> o Homeless due to economics (where most resources are available) <br /> o Homeless youth (some resources exist) <br /> o Homeless by choice (Mentally III) who will not accept services <br /> We will know we are successful if... <br /> • We are doing something <br /> • One life at a time <br /> • Reduction in panhandling complaints <br /> • Some place to take people other than jail <br /> • Build on strategies that are already moving in the right direction <br /> Push "Arts and Outdoors" as a Theme for Eugene <br /> • Develop an inventory of existing arts and outdoor opportunities <br /> o Identify gaps <br /> o Conduct SWOT Analysis <br /> • Develop a strategic plan for cultural services <br /> • Complete the Parks and Open Space Master Plan <br /> • Identify potential synergies to exploit <br /> • Look at who has resources -financial and expertise <br /> • Look at how this niche crosses different opportunities, including economic <br /> development; expand how we look at various issues -use as a filter for decision <br /> making and gauge for prioritizing <br /> • Conclude arts walk at a night club <br /> • Consider helping Actors Cabaret and Lord Leebrick Theater and others <br /> • Identify eco-tourism and arts-tourism opportunities <br /> <br /> Management Partners, Inc. 14 <br /> <br />
