Public Works
Administration
City of Eugene
858 Pearl Street
May 16, 2006 Eugene, Oregon 97401
(541) 682-5241
Warren Wong (541) 682-6826 FAX
www.eupene-or.gov
Director, Lane County Fairgrounds
796 W. 13~' Avenue
Eugene, OR 97402
Re: Discharging stormwater Runoff from the Fairgrounds Site '
Dear Warren:
In an October, 2001, letter from Jim Johnson to Mike Gleason, the City stated that the Lane
County Fairgrounds was allowed to discharge stormwater runoff into the City's public
wastewater collection system only from June 15 through September 15. .The. City's October,
2001, letter sets forth a number of reasons forthis limitation on the Fairgrounds' discharge into
the City's system, including concerns related to capacity of the wastewater pipes that serve the
Fairgrounds site. A copy of the previous letter and. attachments is enclosed for your reference.
Recently, the Fairgrounds approached the City and requested that the City extend the dates
during which the Fairgrounds can discharge stormwater runoff into the City's public wastewater
collection system.
The City has subsequently completed a review of the flow monitoring and rainfall data related to

.the public wastewater collection system that serves the Fairgrounds. Based on this review and
the maximum flows expected from the Fairgrounds during May " 15 .through October 15
(maximum. flows are expected to be no more than 0.5 MGD for this period), the City- concludes
that extending the period during which the Fairgrounds can discharge stormwater runoff in to
the City's wastewater collection system by two months wilt not" create a capacity problem in the
lines that serve the Fairgrounds site. Therefore, this letter authorizes the Fairgrounds to"
discharge stormwater runoff into the City's public wastewater collection system from May 15
through October 15.
Thank you for your interest and understanding in balancing the operational needs of the .
Fairgrounds with the practical limitations of the local wastewater. system. Please let me,know if I
can provide anything further at this time.
Sincere) ,/J
Ku Corey
Director of Public Works
Enclosure: October 8, 2009 letter w/attachments from Jim Johnson to Mike Gleason
Cc: Dennis M.
