Wastewater CII' <br /> Polic. <br /> Issues <br /> 1. Should we wait for development pressure. before initiating construction of major wastewater <br /> infrastructure or should we go forward with projects in advance of development proposals. <br /> Specifically, Legacy Interceptor South could move forward if we purchased ROW in advance of <br /> specific developments occurring (Wells MarvinlHayden Homes and Royal Node properties and <br /> properties at Terry/Roosevelt). This project will alleviate current problems at Terry Street pump <br /> station and allow for development south of W 1 lt" and between Terry and Greenhill Road. It <br /> previously was shown at the same time we were purchasing ROW for Roosevelt/Legacy <br /> extension and is anticipated to follow that alignment. Current draft shows it in 2006 and includes <br /> a comment that exact timing is dependent on timing of development, the estimate shown does <br /> not include costs of ROW. <br /> 2. Two new programs are proposed as line items: <br /> a. Community Sewers - $SOOk annually (SDC reimbursement fee) allocated to address <br /> service to properties with wastewater systems not directly adjacent. (Spaghetti <br /> network, and WWFMP (wet weather flow management plan) private lateral program.) <br /> b. Pump Station Rehabilitation - $300k annually for 2004 and 2005 and then $200k <br /> annually (SDC reimbursement fee) allocated for various local pump stations to be <br /> rehabilitated. Three stations identified currently: Delta, Division and Tadmore. <br /> Others on a wish list to be further evaluated and prioritized under this new program. <br /> Assumptions <br /> 1. Wastewater rehabilitation program is progressing as planned and appears to be reaching <br /> effectiveness anticipated in Wet Weather Flow Management Plan and $2 million annually <br /> appears to be appropriate funding level. <br /> 2. Community Sewers program could be bigger if appropriate resources (funding and staff) <br /> were available, but for the next few years $SOOk (SDC reimbursement fees) with existing <br /> staffing levels will work. <br /> 3. Best guess on projecting timing of Legacy Interceptor South. Other major capital projects <br /> moved to beyond 6-year window -not anticipating development in Link Drive/Awbrey Lane <br /> area or County Farm area in near future. <br /> <br /> 4. No aggressive movement to provide wastewater to ICCO area at this time. If status changes, <br /> most costs would be assessable, so capital construction not shown in CII'. <br /> <br />
