~ use iempta[e for 516U" <br /> CIP Policy Issues <br /> Stormwater -Mill Race <br /> The Mill Race project is included in the current CIP in FY 06 ($1,588,000) and FY 07 <br /> ($813,000). The FY 02 budget included $100,000 for developing a conceptual design <br /> and cost estimate for an open Mill Race. <br /> Opening the Mill Race was broken into three phases. <br /> Phase One is the section of the Mill Race adjacent to the GSA site and needs to happen <br /> before much else is developed in the area because it involves a detour (shoofly) for the <br /> railroad. The estimated cost is between $6 and $8 million. The project includes a <br /> concrete walled channel area approximately 35' in width, with approximately 15 feet <br /> being the main channel and 5-10 foot side channels for a bioswale or vegetation of some <br /> sort. On both sides 15 foot sidewalk would be provided. All this would be from 8th <br /> Avenue northerly to the north side of the railroad tracks. New storm pipe would be part <br /> of the project: along 8th Avenue to get flows from the pipe in Mill @ 8th and then back <br /> along the north side of the railroad to reconnect to the existing pipe. This phase also <br /> includes a structure at the raikoad so that the channel and a 12 wide path would go under <br /> the tracks and a new vehicle bridge to accommodate a street and a couple pedestrian only <br /> bridges. This facility would consume a large chunk of land. <br /> Phase Two is the section of the Mill Race north of the tracks and is dependent on EWEB <br /> and the ability to get permits for a new dischazge to the Willamette River. The estimated <br /> cost is between $3.5 and $5 million. Two concepts are identified that include either 445 <br /> feet or 850 feet o`f open waterway with an outfall to the river. This section would also <br /> have a vehicle bridge, a bicycle bridge, and some'concrete steps to get folks down to the <br /> water on both sides. The drop to the river is about 12 feet. <br /> Phase Three would include creating a connection from 8th southerly to the existing open <br /> section of the millrace approximately one block south of Broadway and the southerly end . <br /> of the private Ferry Street. A cost estimate was not developed for this phase. <br /> The policy issues surrounding the Mill Race include: <br /> 1.
