(These revenues are currently deposited into the general fund.) <br /> Recognizing Revenue from Private Telecommunications Companies' Use of City Assets <br /> The rental revenue from telecommunications companies' use of City assets for siting <br /> monopoles, towers, dishes and other telecommunications equipment will be recognized in the <br /> fund that is determined to be the `principal owner' of the public asset. In the case where an <br /> asset is co-owned by different funds, or in the case where two or more assets are being used, <br /> the telecommunications manager will consult with appropriate department staff to develop an <br /> allocation formula. Revenue for use of the City's general fixed asset(s) will be recognized in <br /> the general fund unless determined otherwise by the franchise manager in coordination with <br /> appropriate staff. <br /> Examples: <br /> Revenue from a telecom company whose dish is attached to the Atrium building will be <br /> recognized in the Atrium subfund of the facilities fund. <br /> Revenue from a telecom company whose monopole is sited in or on a community center, <br /> police station, fire station, city park, library, or right-of--way will be recognized in the general <br /> fund and not earmarked for any specific purpose or department. [Note that this is consistent <br /> with Policy B.9 (Non-Dedicated Revenues) of the Financial Management Goals and <br /> Policies.] <br /> Revenue from a telecom company whose transmitter is on a city light pole or fixture in the <br /> ROW will be allocated to the road fund and the general fund. <br /> Revenue from a telecom company whose pay phone is located at the Airport will be <br /> recognized in the Airport fund. <br /> <br /> Note that, as telecommunications Franchise Manager, Pam Berrian will serve to coordinate <br /> negotiation teams which will consist of at least representatives from Public Works Facilities, <br /> Finance, a lead from affected departments, and the City Attorney. It will be important that Pam stay <br /> involved with all requests to place telecommunications facilities on or in City property to ensure that <br /> providers are registered as required by Ordinance 20083, to coordinate management and siting issues <br /> with appropriate facilities staff, and to ensure consistency in the City's agreements with providers <br /> and conformity with local, State and Federal law. The City Attorney will review all proposed <br /> agreements before they are forwarded to the City Manager for approval. <br /> Next Steps <br /> Assuming support for these policies by Executive Managers, we will confirm with the City Attorney <br /> and our telecommunications consultant that the policies are consistent with City Code and State and <br /> <br /> Federal Telecommunications law.
