If it's not what you were looking for, please let me
know and I'll follow up.
-----Original Message-----
From: KELLEY Sandy [mailto:skelley@ci.springfield.or.us]
Sent: Tuesday, April 05, 2005 3:24 PM
To: RUFFIER Peter J
Subject: CELL TOWER LEASES
Importance: High
Here is what I could find in the file. Let me know if you need more because then I'll probably have to have Bob
Brew contact you.
SPRINT:
PCS (Personal Communications Service System) was a 5 year lease May 14, 1996 to May 14, 1002. Has 4
additional 5-year extensions: 5-14-01 to 5-14-06 and every 5 years up to 2021. Renewal is automatic except for
termination only after 7 years.
RENT: $7,200 annually due on or before the anniversary of the commencement date. The annual rent for each
renewal term will be the current rent in effect increased by 20%. Peter, here's a line I don't understand: "In
addition, SSLP will pay the sum of $100 to owner on the Commencement Date." Looks like rent was $7,200
from 1996-2001, and currently it is $8,640 from 2001-2006. In 2006, the rent would jump to $10,368 ($8,640 X
20%).
CINGULAR WIRELESS (previously was AT&T). I have a copy in file of a letter from Pacific Telecom (notification
by AT&T Wireless) about swapping out/replacing antennas. Susie signed the "confirmation of consent" form but
added on the form: "...provided that this equipment is essentially the same size and shape of the equipment
currently located on the above referenced facilities; that the old equipment is removed, and that the activity is
coordinated with Eugene Wastewater Division staff in order to avoid disruption of plant operations. If any of these
terms cannot be met, please contact me prior to proceeding with the work."
AT&T (use to be CellularOne~ The lease was signed June 30, 1994 for 5 years (to June 30, 1999). Rent was
$600/month the first 12 months. Thereafter, each successive year's rent "shall be increased or decreased to
correlate to the percent of change in the Consumer Price Index (CPI) starting with the CPI published for June
1994. There
I have Meg Allocco in Finance checking on what AT&T is currently paying. Having to figure their payment by the
CPI isn't as easy as adding 20%. As soon as I hear from Meg, I'll let you know what they are currently paying.
Also, the June 5, 2001 TAC minutes covered AT&T's rent and discussion about changing their rental fee. Dave
Jewett stated that the lease amount ($600/month at this time) was in the appropriate range of payments,
particularly since there is an inflation factor in the lease.....$500/month is standard in the general community for
cell phone tower leases to private parties.
Hope this helps, and I'll let you know about AT&T's current payment as soon as I can.
Sandy Kelley, Secretary
City of Springfield
Environmental Services Division
(541) 726-3694
skelle chSpringfield.or.us
5/6/2005
