The hearing begins at <br /> 7:30 p.m. in th Council Chamber, 777 Pearl Street. <br /> For ma y years, assessments have been one of the key funding sources for street <br /> improvement p ojects in Eugene. In recent months, a group of elected officials and citizen <br /> advisors has be n reviewing Eugene's assessment policies in an effort to achieve greater fairness <br /> and equity in h w much property owners pay to upgrade unimproved streets.
