"Also, loose dogs have knocked down and <br /> frightened small children." <br /> Bernie Perkins, a county senior animal welfare officer, said he wants to warn the <br /> public well in a vance before the Lane Animal Regulation Authority intensifies its <br /> enforcement of leash laws. Instead of hiring more animal regulation staff, duties will be <br /> reassigned to ha dle the increased workload, Perkins said. <br /> Tie penalty f r having an unleashed dog is $40 for the first offense, $50 for the <br /> second, $60 for he third and $70 for subsequent offences. If owners don't display a <br /> lice~se on their dog's collar, they face a $40 fine with a maximum penalty of $250. <br /> Perkins said a d g license costs $10 a year for a sterile dog and $25 a year for a fertile <br /> dog., <br /> Eugene City C de states dog owners must keep complete control of their dogs using an <br /> adequate leash, of more than eight-feet long. Signs are posted throughout the parks <br /> reminding people to keep their dogs on leash. An exception is for dogs using a designated <br /> "offs-leash" area in a city park. <br /> Eugene Parks aintenance Manager Tim Rhay notes there are four parks that have <br /> ~signated "off- eash" areas. They are Candlelight Park; the fenced east pasture area of <br /> orse Ranch; the fenced area in Alton Baker Park; and the fenced area west of Amazon Creek <br /> in Plmazon Park. <br /> 'Dogs can run off-leash in the designated areas provided they are properly licensed and <br /> havq a rabies va cination," Rhay said. "Also, dog owners must remove their pet's waste, <br /> lea~h their dogs when entering or leaving designated areas, not let female dogs in heat <br /> into designated reas when other dogs are present, and always have voice control over <br /> the"r dog." <br /> erkins said bile the law requires only the rabies vaccination, all dogs should have a <br /> cur ent DHLPP va cination, which guards against Parvo and Distemper.
