Regional wastewater SDCs aze collected when <br /> new develop ent occurs and aze used to recover the public's investment in the reserve capacity <br /> <br /> ~ included in a regional wastewater system and to accommodate urban growth in the Eugene- <br /> Springfield ea. <br /> The WMC was established in 1977 when Lane County, along with the cities of <br /> Springfield d Eugene, developed an intergovernmental agreement forming a regional <br /> wastewater ystern. This agreement provides that MWMC establish a charge to recaver or <br /> "equalize" a local investment in the region's wastewater treatment capacity. <br /> In 1 90, MWMC, working with the Lane Council of Governments, adopted a facility <br /> equalization chazge based on "equivalent dwelling units." This methodology worked well for <br /> residential d velopment but was not easily applicable to the large industries which have come to <br /> j this azea in cent years.
