They are damaging the natural habitat, scaring off wildlife, and <br /> ruining walki g paths. Additionally, the illegal course conflicts with the requirement, <br /> overwhelmin ly established by local voters in 1992, that East Alton Baker Park be preserved for <br /> passive recre ion purposes. It also violates the East Alton Baker Park Plan, adopted by the City of <br /> Eugene and t e Willamalane Park and Recreation District in March 1996, and local park rules, <br /> which prohibi digging up public parks without the approval of the City. <br /> Ham itt encouraged young cyclists interested in BMX racing to contact the Emerald Valley <br /> i i BMX Club, hich operates a track near the illegally constructed bike jumps. The sanctioned track <br /> ' was designed ith appropriate safety standards, and the local club carries insurance which limits the <br /> public's liabil ty in case of an accident, Hammitt said. <br /> ' <br /> <br />
