<br /> 12000' EDOC Page 1 <br /> { <br /> November 18, 19 7 Contacts: DEQ, Jennifer Boudin (541) 686-7838, ext. 235 <br /> City of Eugene, Michelle Cahill (541) 682-6855 <br /> r <br /> DEQ nd City of Eugene Coordinate Construction Stormwater Permits <br /> A new ag Bement between the Oregon Department of Environmental Quality (DEQ) and the City of <br /> gene will incr se staff resources for stormwater monitoring at construction sites and should result in <br /> i proved storm ater quality. <br /> Under the terms of the "Memorandum of Agreement," signed by the two agencies, responsibility for <br /> a ministering th stormwater permitting program for large sites within the city limits has been transferred <br /> om DEQ to the City of Eugene. Several local jurisdictions in the state have similar agreements with DEQ <br /> t issue the state 2000 Stormwater permits for construction sites that disturb five acres or more. In other <br /> Bas, DEQ Conti ues to issue and enforce the permit, which is designed to minimize erosion problems and <br /> event sediment from leaving construction sites. DEQ does not issue stormwater permits on smaller <br /> c nstruction site . <br /> The new greement gives Eugene permitting authority for all local construction sites, including <br /> ; s aller sites, wh ch are regulated as part of the city's erosion prevention program established earlier this <br /> ear. The City ill now receive and review erosion control plans for all sites covered under the regulations, <br /> d will follow on complaints. The City has enforcement capability, but can also refer violations to DEQ <br /> r state enforce ent. The City's authority for erosion prevention practices extends to all regulated <br /> onstruction site in the city, including large sites such as Hyundai. <br /> The agre ment increases the staff available to inspect Stormwater controls at regulated construction <br /> ites. While DE has one person to monitor seven counties of the Willamette Valley, the City of Eugene <br /> as two staff wo king within the city limits as a result of the new agreement. The increased staffing level is <br /> xpected to resu in fewer Stormwater pollutants being discharged from construction sites into local streams <br /> d rivers. <br /> To repo stormwater pollution problems from construction sites, call the City of Eugene at <br /> 82-8498. <br /> <br />
