Residential <br /> collection rates have been progressive since December 1994. Rates are based on the average weight of <br /> each container, with larger containers being charged equal or higher rates per pound. Weight studies <br /> are performed every two years to determine an average weight for each container size. <br /> Progressive rates provide an incentive to recycle by setting lower rates for smaller containers. <br /> According to program manager Nancy Young: "With the proposed rate adjustment, there will no <br /> lon er be a $1.50 rec clip rebate.
