C~NEWS01.98 Page 3 <br /> Update on Hyundai Project <br /> Hyundai Semiconductor America should receive its final fill and grade permit sometime next week. Under the current <br /> limited permit, the company is only authorized to construct detention ponds and other erosion control features. Once <br /> the final permit is issued, the balance of the mass excavation work will begin. <br /> The City of Eugene has received three appeals to date to the noise variance that was granted to Hyundai last month. <br /> The deadline to appeal the variance is Wednesday, January 24. The Hearings Official is expected to hear all appeals <br /> a{ the same time. A date for that hearing has not yet been set. <br /> Tree land use issues concerning Hyundai are still being considered by the Land Use Board of Appeals (CUBA). <br /> Challenges have been filed against the City's Land Use Compatibility Statement, the City's fill and grade permit, and <br /> tF~e Division of State Lands permit allowing Hyundai to build in a wetland. CUBA is expected to render a decision on <br /> these issues by mid-spring. <br /> T°wo legal challenges against the project are also before the Federal District Court. One lawsuit challenges the West <br /> Eugene Wetlands Plan. The second suit specifically challenges the U.S. Army Corp of Engineers' action on the <br /> Hyundai permit. Arguments in both of these cases will be heard on Friday, January 26 in Federal District Court in <br /> Bugene. For further information, please contact Mike Sullivan, 687-5448. <br /> Facilities Management Update <br /> As part of the council newsletter, the Facility Management Division will be providing council with quarterly reports on <br /> some of the activity taking place in City facilities. The list will not be all inclusive, but will provide you with examples of <br /> project and maintenance related work. <br /> • Planning and design work is underway for the construction of Public Safety facilities (fire redeployment}. An <br /> architectural contract has been signed with the firm of WBGS Architects, and staff technical teams have been <br /> organized to provide input and comment as we move through the design process. <br /> An ADA project will begin at Petersen Barn Community Center in early spring . The project will provide a new <br /> entrance to the Center and will provide improved access to the second floor. <br /> Westmoreland Community Center is wrapping up a project that will result in a new exterior and new interior <br /> rehabilitation as well as a new roof. Lighting has been improved on the outside of the facility. <br /> t Remodels of Fire Stations #3 and #10 are underway and are proceeding on time. <br /> Sound panels will be installed at Echo Hollow Pool as an experiment to determine the effect on noise. The <br /> same treatment at Sheldon Pool was successful. <br /> r The first large scale energy management program at the Conference Center is now in the design phase. The <br /> work is tentatively scheduled to begin in the spring and will last for approximately 9 months. <br /> I• As part of the City's security program, all of the City's locks are being rekeyed. This is a process that is <br /> planned to occur once every five years. This activity is now in full swing and will last for (r8 months. <br /> Repair and rehabilitation after the fire damage at the Public Works Maintenance facility is proceeding. Phase 1 <br /> is complete which included removal of fire damage and the restoration of some west end offices which are now <br /> reoccupied. Work on the remaining areas in the Administration Building will begin soon.
