"We could expand the urban growth boundary or leave it alone; we could ffer <br /> financial incentives to stimulate creation of new jobs--or not; we could put even mor energy <br /> into making bicycling, walking and bus use more convenient and less expensive--or t. It all <br /> depends on the choices people prefer." <br /> Ed Weeks, manager of the University of Oregon-based Deliberative Democra y Project, <br /> designed and pre-tested the survey and will use it in small group discussions at the fo ms. He <br /> believes the survey makes the trade-offs very apparent: "When we ask people about g owth, it <br /> becomes apparent pretty readily that they aren't acknowledging the either/or choicest at exist. <br /> For example, people sometimes want to expand the urban growth boundary to create ore <br /> developable land, but they don't want longer drives and more congested streets." We ks says the <br /> survey presents choices in a way that lets the respondent see the connections. <br /> The City printed over 60,000 copies of the survey publication and will distrib to them as <br /> inserts in the Register Guard on Monday, November 11th, and the Eugene Weekly ne spaper on <br /> Thursday, November 14th. Additional copies are available in community centers and at the <br /> library. Lowe said getting the surveys out this way was a lot less expensive than tryin to mail <br /> i <br /> one to every resident and property owner. <br /> Completed surveys must be returned to the City by December 2nd.
