The adoption of the plan by the other agencies was very useful in
expediting he review of Hyundai's development proposal at the Willow Creek site.
To list in the development of a comprehensive plan for managing and maintaining

i
stormwater facilities in the Willow Creek basin, the City in 1994 received a $50,000 grant from
the U.S. E vironmental Protection Agency to conduct a baseline water quality study. By gauging

I
water quali conditions and inventorying the plant and animal communities in the basin, the
study estab fishes ecological benchmarks. These benchmarks can be used to evaluate the effect of
land-use c angel in the basin and will assist in designing specific "best management practices"

~ (BMPs) fo addressing both existing and future water quality problems. The addition of Hyundai

i
to the basi will be a good test case in evaluating the effects of development on the watershed

I
and the us of BMPs.
" framework of the West Eugene Wetland Plan and the plan management that we're
able to ro fide throu h the artnershi s hel s ensure that urban develo ment is consistent with
P g P P P P

i

~ the commu ity's goals," said City Engineer Les Lyle.

I
