GENERAL INFORMATION <br /> Enclosed i today's council packets is registration information on the <br /> Cascadia C nference on Sustainable Communities to be held at the Hilton Hotel <br /> on Februar 16 and 17. Councilors interested in attending should fill out the <br /> form and r turn to Vicki Stewart by February 1, 1995. Mayor Bascom is hosting <br /> this event and Dr. John Baldwin, Director of the Institute for a Sustainable <br /> Environmen University of Oregon, is the program chairman. Should you have <br /> any questi ns, please call Sheri Pearsall, 687-5010. <br /> I <br /> i <br /> I <br /> Each year, the Public Works Department receives hundreds of requests from <br /> citizens t either add new traffic controls or to modify various existing <br /> traffic co trots. Recent changes made in two neighborhoods are a good <br /> illustrati n of the process used by the Transportation Division to respond to <br /> these req sts. <br /> More cont ols, in the form of stop signs and yield signs, have been added in <br /> the Bethel-Danebo area south of Royal Avenue and west of Bertelsen Road. <br /> Several s op signs also were added to side streets along Clinton Drive in the <br /> Willakenzie area. The Transportation Division received a number of calls from <br /> residents in these neighborhoods in the past year. Staff also has been <br /> tracking raffic patterns in these areas because of recent development. <br /> The first step in the process is determining the need for traffic control <br /> change. ederal guidelines are used to evaluate safety and transportation <br /> efficienc issues. Traffic counts are made. Accident statistics are <br /> reviewed. Land-use patterns are considered, including recent and anticipated <br /> new level pment in the area. Appropriate site-specific strategies for <br /> improving public safety are considered. If the evaluations establish a need <br /> for signi icant change, neighborhood leaders are notified and a news release <br /> is distri uteri to advise the general public. Signs may be posted to alert <br /> motorists to changed traffic controls. <br /> Because o the large volume of requests received, the evaluation process may <br /> take seve al months to complete. Not all requests for new or revised traffic <br /> controls esult in changes being made. If the evaluation indicates that a <br /> change wo ld not be appropriate, the citizen who requested the change is <br /> notified, and the reason for the determination is explained.
