EUGENE CITY COUNCIL <br /> WEEKLY NEWS ETTER <br /> January 19, 1995 <br /> GENERAL INFORMATION <br /> 'I A <br /> On Saturday, January 21, the Eugene Stream Team, with cooperation from Friends of <br /> Delta Ponds, will conduct two activities at Delta Ponds: <br /> 8 AM - Bird Walk. This field trip will be conducted by Steve Gordon, member of the <br /> Audubon Society and L-COG staff. <br /> 10 AM - Work Party. The primary focus of this work party will be the repair of a <br /> broken lev at Delta Ponds. Public Works Maintenance staff will place rock in a <br /> ~ breach of the levee. Volunteers are expected to fill and place sand bags against <br /> the rock. It is anticipated that this effort will improve the gydrology of the <br /> ponds. If enough volunteers are available we will also conduct a litter pick up. <br /> In case of severe inclement weather this work project will be postponed until <br /> Saturday, January 28. <br /> Both event will be staged at River Park Living Center. 425 Alexander Loop, just <br /> off Goodpa ture Island Rd. CA. quake and the terrible disaster in Kobe, <br /> I Japan, man people are wondering what the city is doing to determine how our <br /> buildings ate in regard to seismic resistivity. <br /> In May of 994, Public Works Facilities contracted with Berry Architects to begin <br /> the seismi evaluation process for city-owned buildings. The focus of this <br /> evaluation is Life Safety and the ability to provide essential services in the <br /> <br /> ~ event of a disaster. The HRRS Division of the Administrative Services Department <br /> <br /> 1 is concurr ntly performing a similar study to determine the Maximum Probable Loss <br /> i the city m y face due to seismic property damage. This study will allow HRRS to <br /> ascertain he correct amount of earthquake insurance to carry (i.e. more or less <br /> than we ar currently carrying). The two evaluations are being closely coordinated <br /> to assure he most efficient use of time, funding and consultants. Both projects <br /> are underw y. The HRRS MPL study should be complete in June of 1995. The Facilities <br /> <br /> j in-depth s ructural analysis, which is much more time and capital intensive, will <br /> likely spa multiple fiscal years. As each facility's in-depth study is completed, <br /> decisions ill need to be reached concerning how to implement recommended <br /> corrective measures. <br /> In accorda ce with procedures established by FEMA, the Facilities Division is <br /> <br /> 1 performing "Rapid Visual Surveys" of 46 short listed facilities chosen from our <br /> inventory f over 200. To make this initial short list, a facility either houses an <br /> essential ervice, houses large assembly spaces, is listed in the Lane County <br /> Disaster P an as a temporary emergency shelter, or is of an age and or construction <br /> <br /> ~ type known to be susceptible to earthquake damage. The resulting information will <br /> indicate a other short list of facilities which should be evaluated in depth by a <br /> <br /> j ~ structural engineer. We anticipate this second short list to contain 15 to 20 <br /> facilities We hope to have this list of buildings requiring in-depth analysis and <br /> one protot pe in-depth evaluation available by the end of February.
