News Releas : City to Begin Work on Tugman Park Landfill <br /> May 2, 1995 <br /> Page 2 <br /> The ontractor will close and fence the bikepath between Hilyard Street and 39th <br /> Avenue duri g construction. The path will be used by the dump trucks to haul cover material <br /> ' to the site. he path will be completely resurfaced before it is reopened. <br /> Once in place, the cover will be planted with native grasses and trees to help minimize <br /> future erosio Species of trees will be selected that absorb water. This will help prevent <br /> water that c Ilects at the toe of the landfill mound from infiltrating into Tugman Creek. <br /> Whe construction is finished, three groundwater monitoring wells will be dug to <br /> evaluate the groundwater quality at the site. One well will be located at the south end of the <br /> j landfill mo d, and two wells will be placed between the landfill mound and Tugman Creek. <br /> Groundwate quality samples and water level elevation data will be collected from each <br /> monitoring ell. The data will be used to evaluate the residual risk associated with the <br /> Tugman Par Landfill and to complete a Remedial Investigation Report. The report will be <br /> submitted to the City in May 1996. <br /> Acc rding to Chuck Solin, the city of Eugene environmental program manager, the <br /> DEQ notifie the city in August of 1991 that it had found higher than normal levels of lead <br /> and other h avy metals at the south end of Tugman Park. Since that time, the city has been <br /> working to 'dentify the extent of the contamination and has been taking steps to prevent <br /> public expo ure to the contaminants. <br /> Con truction and monitoring activities were approved by the DEQ in July 1993 in a <br /> document ti led: "Final Work Plan for Remedial Investigation/Feasiblity Study at the Tugman <br /> Park Landfi 1." <br /> The ite was formerly known as the Hilyard landfill and was part of an open burning <br /> dump site f om the mid-1920s to its closure in the early 1950s. When closed, the landfill was <br /> covered wit soil, which has since eroded, exposing debris in some areas. <br /> A p blic information meeting will be held on Monday, May 15, 1995, 7 p.m., at the <br /> Amazon Co munity Center, 2700 Hilyard Street. Representatives from the City of Eugene <br /> and DEQ 'll give an overview of the construction plans, summer construction activity, and <br /> <br /> ~ future moni oring plans. <br /> f <br /> f <br /> <br />
