Operation and closure of the landfill occurred before the state of Oregon had a solid <br /> waste program, so a formal landfill closure procedure was not implemented. In 1952 to <br /> 1953, a soil cover was placed over the waste at the site. A preliminary assessment, <br /> conducted by the Oregon Department of Environmental Quality (DEQ) between 1990 <br /> and 1991, detected elevated levels of some metals in the soil and in surface water at the <br /> northern to of the landfill. In May 1992, the city of Eugene entered an <br /> intergovern e~tal agreement with DEQ to undertake a focused remedial investigation <br /> and feasibil ty study of the landfill. <br /> Nor west Geophysical Associates is working as a subcontractor to <br /> PARAME'~'RIX Inc.
