h <br /> October 19, 1993 <br /> Public Works <br /> CONTACT: Les Lyle, City Engineer, 687-5291 Administration <br /> Deborah Evans, Stormwater Project Manager, 683-6839 City of Eugene <br /> FROM: Public Information Section, 687-5523 858 Pearl Street <br /> ' FOR IMMEDIATE RELEASE Eugene, OR 97401 <br /> (503) 687-5262 <br /> PUBLIC HEARING SET ON DRAFT STORMWATER MANAGEMENT PLAN <br /> The Eugene City Council will hold a public hearing to receive oral and written <br /> testimony on the goals and policies outlined in the Draft Comprehensive Stormwater <br /> Management Plan and on the City's proposed financing strategies on Monday, October 25, <br /> beginning at 7:30 p.m. in the Eugene Council Chamber, 777 Pearl Street. Apre-hearing <br /> information session will be held the same day from 5:00 - 7:30 p.m. in the Planning <br /> Conference room, located in the east wing of City Hall, adjacent to the Council Chamber. <br /> <br /> ~ Staff will be available to answer questions and talk individually with interested citizens. <br /> The Draft Plan was prepared by the City primarily in response to federal mandates. <br /> The Plan integrates existing flood control measures with the new federal water quality <br /> regulations and protects related natural resources within the Eugene city limits. <br /> The City is proposing to change how it charges for its stormwater services. The <br /> following changes are proposed to help the City fund and implement the Plan. The City is <br /> recommending the basis of the stormwater fee be changed from "water meter size" to <br /> "impervious surface" (hard surfaces). The more impervious surface a parcel has, the greater <br /> III', the amount of stormwater runoff and the greater the impact the user will have on the system. <br /> ~I In addition, the City Council is recommending the new stormwater program costs be <br /> financed in two ways: by increasing the storm drainage user fee and by creating a local gas <br /> tax. Stormwater user fees have been collected since the 1960s to help operate and maintain <br /> <br />
