III <br /> <br /> News Release CATS Update <br /> February 12, 1993 <br /> Page 3 <br /> Constructing new sidewalks, repairing existing sidewalks, and slowing <br /> traffic at pedestrian crossings are recommended ways to promote walking. <br /> Changes to the central-area street system are also proposed in the CATS <br /> update. he study recommends converting some one-way streets to two-way <br /> operation. It also proposes a system of "green streets," which use street <br /> features such as traffic circles and islands to slow down traffic and make <br /> those st eets more favorable to bicyclists, pedestrians, and local residents. <br /> Employer-based programs also are recommended to promote the increased <br /> use of alternative modes. Through incentives such as flexible work hours, <br /> compress d work weeks, telecommuting, and group transit passes, employees <br /> would be encouraged to find alternatives to driving to work. <br /> Copies of the draft update of the Central Area Transportation Study <br /> (CATS) a e available at three locations: Public Works Transportation, 858 <br /> Pearl St.; City Manager's Office, 777 Pearl St.; and the Permit and <br /> Information Center, 244 E.
