The transportation study takes in <br /> a 175-blo~k area bounded by 19th Avenue on the south, the Willamette River <br /> and Fourt~ Avenue on the north, Lincoln Street on the west, and Walnut Street <br /> on the exist. It encompasses the downtown, the University of Oregon, Sacred <br /> Heart General Hospital, the Riverfront Research Park, and the Fairmount (east <br /> University) neighborhood. <br /> The~CATS update will replace the original study completed in 1987. The <br /> update reflects the city's growing commitment to implement new strategies for <br /> alternathve modes of transportation, as well as address change in the <br /> transporttation system and in land use since the adoption of the original <br /> study. <br /> "T e CATS update is not intended to be 'business as usual' by focusing <br /> on impr vements which primarily serve automobiles," said Jim West, a city <br /> transpo tation planning engineer who worked with a 15-member citizen advisory <br /> committ e to revise the transportation planning document.
