i <br /> FOR COU CIL NEWSLETTER September 16, 1994 Issue <br /> EU ENE RECEIVES STATE WETLAND PERMIT ISSUING AUTHORITY <br /> Eu ene is the first city in the nation to receive local <br /> authori y to issue State of Oregon wetland permits for <br /> develop ent proposals in the west Eugene wetlands study area and <br /> to part'cipate in the U.S. Army Corps of Engineers' (Corps) <br /> abbrevi ted permit process, known as a "Letter of Permission." <br /> The pe it process relies on local review of applications to <br /> ensure hey meet the requirements and expectations of the <br /> recentl approved West Eugene Wetlands Plan. This streamlined <br /> procedu a strengthens the balance between resource protection and <br /> urban d velopment and ensures permit consistency across <br /> regulat ry groups including the Division of State Lands, the <br /> Departm nt of Environmental Quality, the Corps, and the <br /> Environ ental Protection Agency. The city's new authority <br /> reinfor es the partnership between Federal, State, and local <br /> governm nts, protects the most valuable wetlands, reflects <br /> multipl use values, adds more certainty to development decisions <br /> in west Eugene, and allows the wetland permitting process to flow <br /> more qu ckly and easily.
