In <br /> addition, he U.S. Army Corps of Engineers (Corps) has authorized Eugene to use the <br /> abbreviat permit process, known as a "Letter of Permission," which relies on local review <br /> of applic tions to ensure they meet the requirements and expectations of the approved West <br /> Eugene etlands Plan. The process begins when development applications are received at <br /> Eugene's Permit and Information Center. <br /> D ring the City's review, staff will outline ways the applicant can minimize impacts to <br /> the wetla d environment, certify if mitigation credits are available to offset wetland loss, and <br /> indicate i credits are planned to be purchased by the applicant. Local review will also <br /> include c nsideration of potential effects on endangered species and cultural resources on the <br /> site. The application is then forwarded to the Corps for public notice. The goal is to <br /> shorten t e normal 90 day (minimum) period for permit issuance to 45 days. <br /> T is permitting process will ensure a consistent approach to wetland preservation, <br /> restoratio and enhancement in the West Eugene Wetland study area.
