Colonel <br /> Tim Wood f the U.S. Army Corps of Engineers, Portland District, will present Eugene <br /> Mayor Rut Bascom with a certificate of recognition. Wood will be joined by the <br /> Environme tal Protection Agency's Water Resources Director Chuck Findley, Seattle, and the <br /> Oregon Di ision of State Lands Director, Gary Gustafson, Salem. <br /> The event highlights Eugene as the first city in the nation to receive local authority to <br /> issue state etland permits for development proposals in the west Eugene wetlands study <br /> area. "Or gonians have a long tradition of being environmental pioneers, and today Lane <br /> County an the City of Eugene are leading the way," declared Chuck Clarke, Northwest <br /> Regional dministrator of the U.S. Environmental Protection Agency. "The West Eugene <br /> Plan, the rst of its kind to receive EPA approval, shows the rest of the country how you can <br /> <br /> protect val able wetlands while, at the same time, speed up the permitting process." <br /> In ddition, the U.S. Army Corps of Engineers has authorized Eugene to use an <br /> abbreviat permit process, known as a "Letter of Permission," which relies on local review <br /> of applicat ons to ensure they meet the requirements and expectations of the approved West <br /> <br /> Eugene W tlands Plan.
