"For example, the Eugene <br /> City Counc 1 has asked us to implement new strategies for alternative modes <br /> of transpo tation that place more emphasis on bus ridership and bicycle use. <br /> r <br /> 1'he new st tewide transportation planning rule means that cities must explore <br /> land-use o tions that reduce dependence on the automobile. In addition, <br /> changes in the downtown area, the proposed relocation of the library, the <br /> ; siting of new LTD transit Station, the new paid parking program, <br /> developmen at the Riverfront Research Park, and the possible replacement of <br /> i.he Ferry Street Bridge are all changes that underscore the need for an <br /> updated s udy," West said. <br /> A ci izen advisory committee began meeting in May 1991 to develop the <br /> CATS upda e. Citizen members represent residents, businesses, and <br /> instituti ns in the study area. Discussions have led to numerous ideas and <br /> ~ potential strategies, which are outlined in the Preliminary Paper. <br /> West said that this is just the first step. "The strategies are ideas, <br /> not final recommendations. Not all of the strategies identified in the Paper <br /> vrill be a opted because some goals may conflict with other city goals and <br /> plans. E ch strategy will need further study to ensure it meets local, <br /> ~;tate, an federal air pollution standards and will function well.
