The <br /> ~ purpose of the Preliminary Discussion Paper is to stimulate public discussion <br /> <<bout the ransportation concepts outlined in the Paper before the CATS <br /> update is eveloped. <br /> Recen changes in traffic circulation and land use and the community's <br /> renewed in Brest in alternative modes of transportation have prompted the <br /> r.ity to up ate the 1987 CATS. The Preliminary Discussion Paper is the first <br /> step. <br /> I' The f rst CATS was completed and adopted in 1987. It addressed the <br /> i:ransporta ion issues in the downtown area, the University of Oregon, and <br /> ~~acred Hea t General Hospital areas and contained policies that addressed <br /> i:raffic ci culation, street improvements to accommodate future traffic, <br /> parking su ply needs, and the impacts of traffic circulation and parking on <br /> <~i r qual i t . <br /> The b undaries for the update have been expanded to include the area <br /> t?etween 19 h and the Willamette River/4th Avenue and between Lincoln and <br /> <br />
